Attorney Profiles

Louis F. Cainkar (1911-2010) graduated from DePaul University College of Law in 1937. After graduation, Mr. Cainkar began practicing insurance defense law with the law firm of McKinley and Price. Mr. Cainkar enlisted with the U.S. Marine Corps and served five years in the Pacific Theater during World War II. Upon returning from the war, Mr. Cainkar began practicing law as a sole practitioner and was appointed Village Attorney for the Village of Evergreen Park in 1951. Subsequently, Mr. Cainkar was retained to represent many local governmental bodies and was instrumental in the incorporation of the City of Burbank, which the firm has represented since its inception in 1970. In 1973, Mr. Cainkar incorporated the firm and was joined in the practice by his son Vincent Cainkar the following year. Mr. Cainkar acted as Village Attorney for the Village of McCook, City Attorney for the City of Burbank and City Attorney for the City of Hometown. Additionally, Mr. Cainkar counseled numerous units of local government during his career.

Vincent Cainkar graduated from DePaul University College of Law in 1974 and was admitted to practice law that same year. Since that time, he has concentrated his practice in representing units of local government. Mr. Cainkar is a member of the Bar of the State of Illinois, the Trial Bar of the United States District Court for the Northern District of Illinois, the Bar of the United States Court of Appeals for the Seventh Circuit and the United States Supreme Court. Mr. Cainkar is the Village of Attorney for the Village of Bridgeview and the Village of Evergreen Park and the City Attorney of the City of Hickory Hills. Additionally, Mr. Cainkar represents numerous other units of local government as both general and special counsel. Mr. Cainkar counsels our clients in all matters of collective bargaining and other employment law matters. He advises our clients on public finance matters and redevelopment projects, including tax increment financing.

Michael G. Cainkar graduated from St. Louis University School of Law in 1982; he was admitted to practice law that same year, and he has devoted his entire career to representing units of local government. He is a member of the Bar of the State of Illinois, the Trial Bar of the United States District Court for the Northern District of Illinois, and the Bar of the United States Court of Appeals for the Seventh Circuit. Mr. Cainkar represents numerous local governmental bodies as both general and special counsel. Mr. Cainkar represents numerous municipalities in a variety of tort and civil rights litigation matters pending in state and federal court. He represents numerous boards of fire and police commissioners and counsels the boards on hiring and termination matters. Additionally, Mr. Cainkar counsels municipal clients on collective bargaining and other employment related matters, including disciplinary and discrimination matters.

Gary S. Perlman graduated, cum laude, from Northern Illinois University, College of Business, in 1982, with a Bachelor of Science degree.  In 1985, Mr. Perlman graduated from DePaul University College of Law and received his Juris Doctor degree; he was admitted to practice law that same year, and since that time, he has concentrated his practice in representing units of local government. As  a member of the Bar of the State of Illinois and the United States District Court for the Northern District of Illinois, Mr. Perlman represents the firm’s clients in a variety of matters pending in state and federal court. In addition, Mr. Perlman represents numerous local governmental bodies as both general and special counsel, and he counsels the firm’s clients in land use and construction related matters, including construction related litigation.  Mr. Perlman assists local governmental bodies in drafting all types of ordinances and resolutions, including the preparation of annual budget, appropriation and tax levy ordinances. Additionally, Mr. Perlman represents municipal police and fire pension boards and counsels such boards with respect to procedures, hearings and other matters.

Joseph Cainkar graduated from DePaul University College of Law in 2003 and was admitted to practice law that same year. Since that time, he has concentrated his practice in representing units of local government. Mr. Cainkar is a member of the Bar of the State of Illinois, the United States District Court for the Northern District of Illinois, United States District Court for the Central District of Illinois, United States Bankruptcy Court for the Central District of Illinois, and the Bar of the United States Court of Appeals for the Seventh Circuit. He represents the firm’s clients in a variety of tort and civil rights litigation pending in state and federal courts.  Mr. Cainkar has extensive appellate experience including successful appeals to Seventh Circuit Court of Appeals, Illinois Appellate Court and the Illinois Supreme Court.  Mr. Cainkar counsels clients on election related matters, including the review of nominating papers, counseling local governments on procedural matters and preparing and filing public question initiatives.  His expertise in general governmental law, public finance and tax law, election law, and tax increment financing and redevelopment is relied upon by the firm’s regular clients and other units of local government for which the firm is not appointed as a regular attorney.  Since 2018, Mr. Cainkar has been included on the roster of Leading LawyersSM for governmental and municipal law.

Elizabeth M. Blood graduated, summa cum laude, from DePaul University College of Law in 2016 and was admitted to practice law that same year.  During law school, Ms. Blood was the Managing Editor of Lead Articles for the DePaul Law Review.  Ms. Blood received her Master’s Degree of Library and Information Science from Wayne State University in 2006.  She is a member of the Bar of the State of Illinois and the United States District Court for the Northern District of Illinois.  Ms. Blood concentrates her practice in the representation of units of local government; she represents the firm’s clients in a variety of matters pending in state and federal court, and she counsels the firm’s clients on labor and employment related matters.  Ms. Blood regularly attends the meetings of the corporate authorities of the City of Hometown, Hodgkins Public Library District and the McCook Public Library District, and she serves as local prosecutor for the Village of Alsip, Village of Evergreen Park, City of Hickory Hills, and City of Hometown.
